| Israel considering allowing casino operations |
12/26/2000 The National Lottery proposes legislation to enable it to conduct “games of chance” Mifal Hapayis, Israel?s national lottery is lobbying for legislation that would enable it to operate casinos inside Israel, Mifal Hapayis chairman Avraham Katz-Oz told a news conference yesterday. According to Katz-Oz, about a third of Israeli parliament members across the political spectrum are said to be willing to lend their support to the idea. The national lottery hopes requires a majority of 61 to vote in gambling. Mifal Hapayis wants to specifically alter the criminal code article on gambling to allow the finance minister to authorize Mifal Hapayis to conduct "games of chance." It is not proposing a special law to legalize casinos. Katz-Oz said Israelis this year spent between US$850 million to US$1.2 billion on gambling. This sum includes illegal gambling in Israel and at the Palestinian Authority's casino in Jericho which was recently closed down. Mifal Hapayis claims that legal casinos in Israel could bring in revenues of US$250 million to US$500 million a year and that they ?could? re-inject much of that sum into the economy, if Mifal Hapayis were running the operations. The proposed casinos would be set up in Beit She'an in the north and in Mitzpe Ramon in the south. They would be run on models in Europe - a few gambling tables, close monitoring of revenue sources, and a ban on the entry of minors and the sale of alcohol. Katz-Oz said he was convinced that an information and advocacy campaign would generate broad support for the idea. To this end, the lottery has recruited lawyer David Glass to head its lobbying efforts. Glass is convinced that it should be possible to convince even religious parties to support the idea so long as casinos run by the national lottery did not operate on the Sabbath or on holidays. |
